Cutler Introduces Bipartisan PA WORKS Program to Support Pennsylvania Trade Students
April 6, 2026
HARRISBURG – Rep. Bryan Cutler (R-Peach Bottom) today announced that he has proposed House Bill 2308, which would establish a new scholarship program designed to strengthen Pennsylvania’s skilled trades workforce while expanding post-secondary opportunities for students.
This new program, called PA WORKS (Workforce, Opportunity, Retention, and Knowledge Scholarship), would be modeled after the Commonwealth’s successful tax credit-supported scholarship programs. Under PA WORKS, eligible businesses could direct tax credits toward scholarships for students enrolled in Pennsylvania-based institutions of higher education that offer programs in specified high-demand fields.
“Throughout my time in the state Legislature, I have always committed myself to supporting our students who want to work in the trades,” said Cutler. “My bipartisan proposal, the PA WORKS program, would reduce the financial barriers students face when pursuing technical and professional degrees in the trades. Long term, this would expand access to careers that offer sustainable wages and long-term economic opportunity for individuals from all backgrounds.”
House Bill 2308 awaits action in the House Education Committee.
